Amber Gove

Born in New Zealand and raised in Southern California with close ties to Mexico, Amber Gove grew up attuned to how opportunity varies across communities. Formative experiences in Chile, the UK, and Brazil—where she was embedded in a Ministry of Education project focused on national equity‑driven reforms—shaped Amber’s commitment to education and evidence‑based policy. She later earned a PhD in International Education and an MA in Economics from Stanford, completing Fulbright‑funded research on conditional cash transfers and their impact on attendance and learning.

With more than two decades of experience across 20+ countries, Amber specializes in scalable, context‑sensitive approaches to assessment, instructional support, and systems strengthening. A co‑developer of the Early Grade Reading Assessment and open‑source Tangerine, she now serves as Chief Impact Officer at Tangerine Central, collaborating with partners worldwide to translate evidence into action and build equitable, resilient systems that expand learning opportunities for all children.
